Rules for Undergraduate Education of Excellent College Students (Top-up) Selected by School of International Education, Xinxiang University

In order to better meet the dreams of excellent junior college students in ordinary colleges and universities, following the spirit of the Notice of the Henan Department of Education on Selecting Excellent College Graduates from Colleges and Universities for Undergraduate Study and Interim Measures for Excellent College Graduates Selected by Xinxiang University for Undergraduate Education, as well as the situation in our School, detailed rules are hereby formulated for the purpose.

I. Organizational Leadership and Supervision

 (I) To strengthen organizational leadership and management, and set up a leading group for the (Top-up) selection of the School of International Education, main members include:

(II) The Top-up selection will be carried out by the Top-up Selection Office under the leading of Top-up Leadership Group and organized under files of Henan Department of Education. The School will take charge of organization, publicity, selection and recommendation, and the recommended name list will be submitted to teaching affairs office and students’ affair office for review, which will be delivered to the admission office after being affixed with signatures and seals.

(III) Based on the principle of being open and transparent, the selection will be conducted under strict conditions and procedures. Those who are selected will be released (release period: 3 days at least) to the public in order to ensure the selection quality.

(IV) The selection shall be strictly disciplined and subject to the evaluation and supervision of all teachers and students of the university.

II. Selection and Requirements

(I) Those, who are fresh junior college graduates from general higher education colleges in Henan Province and admitted under national unified enrollment, studying hard and meeting graduation requirements and not disciplined in colleges, are eligible for the selection. In addition, the students concerned must have completed studies of their own, and the cumulative subjects failed before the application should not exceed 30% of the total.

(II) Following the Notice of the General Office of the Ministry of Education on Admission of College Graduates Retiring from Compulsory Serviceman and Completing Service in the Grassroots for Undergraduate Education (TXT[2009] No.6), those who have retired from the army, meeting requirements, may apply for Top-up examination at the original university where they studied (Refer to existing Top-up files of Henan Department of Education for date and requirements), and the number of applicants will not be restricted by specialty and proportion. When applying, those who have retired shall submit graduation diplomas and retirement certificates for review and relevant procedures handling.

III. Selection Procedures and Requirements

Students who meet requirements shall undergo procedures as individual application, evaluation by teachers and students, selection by school, university-level review, provincial department of education review, examination by provincial admissions office, and merit-based enrollment. Main procedures and requirements are hereby given as follows:

(I)  Students shall apply to the school where they study.

(II) Following the detailed rules for Top-up selection, the university’s Top-up leading group shall review and evaluate the qualification of relevant students, and confirm the name list.

(III) The result of students selected shall be released for 3 days for supervision by teachers and students in order to make the selection procedures fair, impartial and open.

(IV) If there are no objections, the students selected shall do procedures as application, info collection, exam and filling-out university application according to procedures and times given by the Henan Department of Education. Anyone who fails to complete the procedures given herein shall be responsible for the results by their own.

(V) When inputting information, every student shall have his or her name, ethnic group, birth date and ID card number the same as what given in the school roll, or provide certificates for any difference, otherwise, the students concerned shall be responsible for any result by their own.

(VI)  Cooperate with the university in registration, exam and admission according to requirements released by the Admission Office.

IV. The rules shall become valid from the issuing day on, and the Admission Office shall remain the right for explanation of it.
